Quick answers
Make sure Ethvex can see and send messages in that channel. For prefix commands, remember the prefix is %, so it is %help, not !help. You can also mention the bot to check it is online.
Discord only lets you act on members whose highest role is below yours. The same applies to Ethvex, so its role also needs to be above the member. Drag the Ethvex role higher in Server Settings and try again.
Panels expire after 2 minutes of no activity to keep things secure. Just run the command again to open a fresh one. Your saved settings are not lost.
